Regulatory burdens are not only stifling development of new generation capacity but is adding massive compliance costs to existing operations. This includes environmental regulation that is used as a tax or penalty on coal generation adding significant cost burdens which are ultimately passed on to electricity customers.
Isn't the purpose of regulation to protect us and the environment from unsafe practices and development that would harm the environment (or people)? What particular regulations are unnecessary?
